Brief Description

 Incumbents in this position are responsible for performing regulatory activities for the enterprise to ensure legislative and regulatory compliance nationally. Incumbents are required to operate cross functionally and in areas with ambiguity and complexity from both a legal and political frame of reference.

Detailed Description
  • Creating necessary license and product/form filings to accommodate new products and changes to existing products/forms; researching insurance laws to accommodate specific state needs; evaluating contracts to meet regulatory approval; and submitting filings to regulators for regulatory approval -- where possible, through the System for Electronic Rate and Form Filings ("SERFF")
  • Monitoring filing inquiries from regulators, working with operational areas to develop response to regulator objections, preparing response letters, and modifying contractual forms as needed until final approval from the regulator is received
  • Researching and interpreting regulatory requirements of new products and product enhancements
  • Assisting the Regulatory Managers with more complex regulatory compliance issues and non-routine inquiries by providers, enrollees, or regulators
  • Reviewing and approving all advertising and communications used by enterprise companies, brokers, clients and others that discuss, describe, explain and/or promote Delta Dental�s brand products and services, in advance of distribution or publication to assure regulatory compliance
  • Coordinating with and assisting the Regulatory Manager who oversees new product development and regulatory filings
  • Coordinating with and assisting the Regulatory Manager who oversees the exam process; leading and/or assisting other Regulatory team members with non-financial regulatory surveys, audits and exams; assisting Finance with financial exams, and Sales and other Operational areas with customer audits and the like, as needed
  • Coordinating with and assisting the Regulatory Manager who oversees regulatory tracking, regulatory reporting, special projects, special agreements and customer-specific contract language
  • Keeping abreast of the changing legal and regulatory landscape
  • Assisting Managers with appropriate regulatory compliance metrics and reporting, and integrating regulatory initiatives into governance and oversight structures
  • Assisting Managers in developing regulatory policies, procedures and related compliance tools
  • Implementing and completing special projects and other tasks according to applicable corporate and regulatory policies and procedures and within scope, quality, time and cost constraints; providing support to related enterprise initiatives and specifically to the Regulatory Managers
  • Performing miscellaneous duties as assigned
Job Requirements
  • Bachelor's degree in a related field or equivalent, relevant experience
  • Three (3) years of experience in regulatory, contracts, legal and/or compliance. Underwriting, new product development, and/or sales/marketing experience a plus
  • Project management experience required
  • Dental HMO and Medicare Advantage experience preferred
  • Possess proficiency in Microsoft Office Applications with strong SharePoint skills
  • LOMA/FLMI certificate or AIRC designation preferred
  • Strong organizational, time and project management skills and multi-tasking abilities
  • Detail-oriented, flexible and creative
  • Strong analytical, problem solving and negotiation skills
  • Be quality rather than quantity driven, while still completing tasks with efficiency and within applicable time constraints
  • Ability to influence decisions
  • Must be able to work independently, diligently and efficiently with limited direction and instruction
  • Comprehensive understanding of regulatory requirements applicable to the enterprise including knowledge of health care industry issues
  • Knowledge of legislative and regulatory processes, company products, policies, claims, eligibility and underwriting procedures and guidelines
  • Ability to review and negotiate contract documents and special agreements to ensure the documents are compliant with regulatory requirements and enterprise policies and procedures
  • Knowledge of dental terminology and legal documents with ability to perform legal and regulatory research
  • Knowledge of Delta Dental business, chain of command and corporate culture
  • Ability to maintain confidentiality
  • Ability to travel between Regulatory locations as needed and specifically, to any Delta Dental location where an on-site regulatory examination may take place
  • Ability to clearly and effectively present written information and findings
  • Ability to clearly and concisely communicate complex concepts and information
  • Ability to interact well with all levels of management, co-workers and outside contacts such as regulators and external legal counsel
  • PC literacy required; MS Office skills (SharePoint, Outlook, Word, Excel, PowerPoint)
  • Regularly required to operate standard office equipment (personal computer, photocopy machine, fax machine, etc.)
  • Ability to work on a computer up to 8 hours a day
  • Regularly required to sit for long periods of time, and occasionally stand and walk
  • Regularly required to use hands to operate computer and other office equipment
  • Close vision required for computer usage
