Brief Description

Under minimal supervision, will perform advanced systems analysis and design functions as a member of a technical team. Design activities will generally involve complex to highly complex projects and require the use of creativity, initiative, and ingenuity. Responsible for the management several tasks concurrently. Work assignments will normally be given as general instructions either orally or in writing. Individual will be expected to work with minimal supervision and assigned lead responsibilities on specifically assigned projects.

This position is designed to be an advanced, highly skilled position in the Systems Analysis job sub-family.
Detailed Description
  • Administrative/Supervisory Activities: coordinating and directing the tasks of other employees during work on specific tasks or projects; regularly reporting on the status of projects, either orally or in writing, to Project Manager, Senior IT management, and/or business; may be assigned project lead responsibilities for specific projects
  • Planning and Control Activities; independently preparing work plans for individual tasks and reviewing work with supervisor upon completion; providing input to project plans for specific projects and reviewing with supervisor
  • System Development Activities: defining requirements, system objectives and scope, and designing solutions for complex to highly complex projects involving one or more separate requests for work; preparing, conducting, monitoring, and/or coordinating unit and/or system test requirements
  • Document Preparation Activities: preparing or assisting other analysts in preparation of Initial Studies, Requirements Documents (Use Cases, Supplemental Specifications, Conceptual Design Documents, and Project Design Documents; working closely with the development team in the preparation of Design Documents and consulting on testing requirements
  • Problem Analysis Activities: defining problems and the requirements for solutions for complex and highly complex problems involving one or more systems or functions; solutions are recommended at both a technical and non-technical level and often require the use of creativity, initiative, and ingenuity
  • Developing functional specifications for new applications 
  • Developing functional specifications for maintenance requests and changes on existing applications
  •  Developing and publishing services documents for services across multiple channels
  • Developing services document for request/response mapping of the services 
  •  Developing EDI data mapping documents specific to claims and eligibility transactions
  • Developing the implementation guide for EDI transactions
  •  Acting as a liaison with the compliance team to ensure the implementation matches compliance guidelines
  • Coordinating with the business team to ensure the business understands what is being delivered via the EDI channel
Job Requirements
  • Four-year college degree required. With prior approval, equivalent combination of post-high school education and work experience may be acceptable
  •  8-12 years of related work experience in distributive systems, required
  • Experience working on real time web based applications
  • Comprehensive knowledge of systems analysis and programming concepts and techniques
  • Sound knowledge of data and process modeling
  • Thorough knowledge of system development life cycles and System Development Methodologies
  • Able to work on applications analysis and design tasks with minimal instruction or guidance
  • Require experience in one or more of the following: DBMS systems (i.e., Oracle, SQL), Client/Server environment and Rational Tools (Requisite Pro, Test Manager, Rational Rose, etc.). Must be able to interact with all levels of personnel in a professional manner and to communicate  clearly in a professional business environment. Direct experience in a Health/Dental Care application environment with the ability to demonstrate an understanding of claims processing requirements is strongly desired
  • Strong verbal and written communication skills required      
  •  Knowledge of  EDI transactions specific to eligibility, claims and benefits information is required
  • Strong analytic skills
  • Work independently with minimum supervision, scheduling/juggling priority projects as needed
  • Strong experience in analysis and design using SDLC, agile methodologies
  • Creates, designs and modifies systems specifications 
  • Designs user interface, outputs, data and file structures, system logic, system architecture, program flow charts
  • Translate business and functional system requirements into documented technical and functional specifications
  • Review and recommend changes to system design and architecture as described verbally or through written artifacts (e.g. sequence/activity diagrams, pseudo-code) to ensure completeness of design-to-requirements traceability
  • Perform analysis for complex, high stakes, and enterprise-wide projects
